At grass root level the Federation is represented by 231 village organizations of both the coast and the inland fisher areas. In principle, the membership is given to women; however men are also welcome to participate. Each village organization is represented by a village committee, which consists of a chairperson, treasurer, secretary and two other senior members. As part of the restructuring of the organization, health and education sub committees will be established that will be responsible for the development of the community in that field. Other sub committees of the village organizations are the parents’ clubs, previously known as mothers’ club, of the pre-schools run by the SFFL youngsters clubs and the children’s clubs, to be established at village levels, but not under the supervision of the village organization, there are production groups in place.   At the moment there are 4 kinds of production groups: fishery, animal husbandry, agro business, and micro-enterprises, but more can be established depending on the professions of the people in the community. Each member has the option to join the production group of its profession; for members who receive credit, however, this is compulsory.
